Document summary

The US and China have unveiled medium-term emissions targets, but whether the Copenhagen UN Climate Change Conference (COP15) can produce a seamless transition to a post-Kyoto framework remains to be seen. The conference addresses five key themes laid out at COP13, Bali; a shared vision for long-term cooperation; mitigation strategies; adaptation measures; technology development/transfer, and the provision of financial resources/investment. Little more than a broad framework agreement is expected. Meanwhile multilateral/bilateral energy and climate strategies are gaining ground. There is a strong global push for next-generation infrastructure especially in resource-poor regions, putting the spotlight on Japan which excels in conservation/recycling.
